Programs of Record

Industry term for accounts/customers where the funding mechanism and project management is transparent to the public or company - and can be measured, anticipated, and reinforced through advocacy both at the funding agency in the executive branch and legislative branch of government. When a firm is included as a vendor or performer on a program of record - they're in a more defensible market position where they can influence their fate instead of subject to the whims of priorities that are documented and undocumented vis a vis SBIRs and other ad hoc funding opportunities.
