From Defense Knowledge

ODTAAC, one side of the conflict as DTAAC is other, stands for Outside Declared Theater of Active Armed Conflict. The term is used to describe military operations that take place in areas of conflict that are not formally declared wars. For example, the Bush and Obama administrations expanded military action into ODTAAC environments in an effort to counter violent extremism ^[1].
